Procurement Training

Practical training on public and organisational procurement in Uganda — PPDA fundamentals, evaluation-committee practice, donor rules, and the records that survive audit — for buyers, committees, and oversight teams.

Buying that a reviewer can reconstruct from the file.

Procurement findings are among the issues that most often appear in public-sector and donor-funded audits. Kisaka & Company trains buyers, evaluation committees, and oversight staff in Kampala and across Uganda so bidding, evaluation, and contract files follow the PPDA Act and regulations — and so a later reviewer can see how a decision was reached.

Sessions are built around your entity type and the rules that actually apply: PPDA for public bodies, and the donor or organisational manual you name in the brief. We do not invent accredited-course badges or named client programmes. Related assurance work sits on our internal audit and training page.

At a glance

What you can expect when Kisaka & Company designs a procurement training engagement.

PPDA-aligned

Public-sector sessions track the PPDA Act, regulations, and the methods and thresholds your entity actually uses — not a generic purchasing lecture.

File-first teaching

We work from notices, evaluation grids, and contract files. Participants practise the paper trail an auditor, PPDA reviewer, or donor mission will ask for.

Audience-specific cohorts

Buyers, evaluation-committee members, and oversight staff need different depth. We agree who is in the room before we write the timetable.

Procurement training services

Illustrative scope — the exact curriculum depends on your entity type, the PPDA or donor rules in force, and independence constraints. We confirm deliverables in an engagement letter before work begins.

PPDA fundamentals

The Act, regulations, methods, and roles of the PDU, contracts committee, and user department — taught so staff can explain a method choice, not only name it.

Evaluation committees

How to score, record dissent, manage conflicts, and write a report a contracts committee or a later auditor can follow. Practice uses anonymised or client-supplied scenarios.

Discuss scope

Donor procurement

Buying under grant or development-partner rules you specify in the terms of reference — including where those rules sit beside PPDA for a project implementation unit in Uganda.

Discuss scope

Records & audit trail

What belongs in the procurement file from planning through contract management, and how those records are tested in an internal or external audit or a donor review.

How we run the engagement

A short design cycle so the classroom matches the rules and files your teams already use.

01

Agree audience & rules

We confirm who will attend, which PPDA, donor, or organisational rules apply, and what findings or file weaknesses you want the course to address.

02

Design the curriculum

We write the timetable, exercises, and case material — using your templates where you can share them — and agree duration, location, and any pre-reading.

03

Facilitate the sessions

We deliver the training in Kampala or on site, keep discussion on the file and the rule, and record questions that need a management answer after the room closes.

04

Leave the pack

We hand over slides, exercises, and a short note of themes from the room so HR or the PDU can brief absentees and file the engagement with other capacity-building records.

Discuss a PPDA, committee, or donor-procurement cohort — we will confirm audience, rules, and the pack you will keep after the sessions.
